The difference is by manufacturer and trade name.  Private Line (PL) is
Motorola's deal for a subaudible tone used to open the speaker on a
receiver.  Other manufacturers called it other things (Quiet Channel,
Channel Guard, etc.) and it is all the same provided we don't look at
the DPL (digital private line) or something like that.

CTCSS (Continuous Tone Controlled Squelch System) a sub audible tone in
the range of 67 to 254 Hz.
