Not necessarily.  The station transmitting on 144.99 would have
listened on 144.39 before transmitting.  The digipeater would simply
transmit on 39 which was clear a moment ago and would give the local
mobile station priority over all the DX stations, etc.

If it listens on 144.99 and talks on 144.39, won't it QRM everything
on 39 because it won't know there is traffic there?
