Probably wouldn't hurt, though the regulator is supposed to current limit.

I think pin 9 is defined as Ring Indicator, but you'd only see that used on
a modem.

Might I suggest putting a picofuse on that +5v pin on the 232 connector?
  It saves a LOT of grief when you plug in something that shorts pin 9
out....
