I created a state machine in Altera chips several years back for a
9600 baud modem.  It was fairly simple but gave me clock and carrier
detect.  It was either 8 or 16 states, can't recall now.  I could
describe it further if need be, but finding currently working
examples like the above might get you there quicker.
